Carroll commissioners discuss flooding

Flooding in the wake of commercial development and recent heavy rains in Carrollton was a topic of concern at the July 9 meeting of the Carroll County Board of Commissioners.

Carrollton Mayor Frank Leghart appeared before the board to report about flooding between Canton Road and Bacon Road. Leghart said development in the area is funneling water that is overwhelming a 30-inch water line and 4x6 box culvert near 1385 Canton Road N.W.

The flooding has affected a trailer rental business and has threatened to invade a power equipment business in the area, Leghart explained.

According to Leghart, ODOT representatives have said that installing a larger pipe at Canton Road would not improve flooding on Bacon Road, which is also equipped with only a 30-inch water line. At the time of the meeting, Leghart was awaiting further information from ODOT about solutions.

One question raised during the discussion was whether the county or the village owns, and is therefore responsible for, Bacon Road up to Trump Road. County Engineer Brian Wise agreed to speak further with Leghart about the matter.

The board then heard from Ed Eick, county maintenance supervisor, who reported about flooding near the Department of Job and Family Services building at 55 E. Main St. in Carrollton.

Eick said runoff flowing down the building's driveway, combined with runoff from rooftop downspouts, is causing the flooding. The building's basement is equipped with drainage and a sump pump, but sidewalk drains near the building are becoming blocked, resulting in flooding.

Eick suggested a variety of structural changes to avoid further flooding. He cautioned that the changes could "turn into a large project" that would likely require pre-construction designs to be drafted.

The board agreed to explore the matter further.

In other business at its meetings on July 6, 9 and 13, the board:

AGREED to advertise for a full-time assistant dog warden for the County Dog Pound. Applications for the position are due by noon on Friday, July 31.

ANNOUNCED that the board will consider applications for a position on the Regional Advisory Council of the Area Agency on Aging, Region 9. Applicants must be 60 or older and live within Carroll County. Meetings of the council are held in Cambridge at 10 a.m. on the fourth Thursday of every other month. Qualifying residents who are interested in the position should contact the commissioners' office at 330-627-4869.

HELD a viewing of Cedar Road (County Road 60A) in Loudon Township as part of the board's consideration of a request from residents Willis and Malissa Long to vacate the road. A public hearing regarding the matter is scheduled for Monday, July 20, at 9:30 a.m.

LEARNED that the County Dog Pound report for June 6 to 11 showed 11 dogs impounded, 10 adopted, four redeemed, none euthanized and no citations.

The report for June 29 to July 4 showed 13 dogs impounded, 20 adopted, four redeemed, none euthanized and no citations.

APPROVED agreements with the Ohio Public Works Commission for bridge replacements and resurfacing projects totalling $257,812.

APPROVED a motion to pay an estimated $1,000 to test an existing but dormant county phone service line that could be used to provide IP-based phone service for county offices along Main Street in Carrollton. Board Vice President Robert Wirkner said the line has a value of $40,000 if it can be used and would save about $150 per month in phone usage costs.

ACCEPTED a bid from Agland Co-Op/First Choice Energy Services, of Carrollton, for petroleum diesel fuel to be pumped into a county vehicle at the supplier's facility. The bid was 10 cents per gallon mark-up plus $2.094 for the pumping, for a total cost of $2.1945 per gallon. The board noted that Agland's bid was the only one received.

ACCEPTED a quote of $2,000 from Mark Weber & Son for a new desk to be installed in the commissioners' meeting room as part of repairs and renovations to the Board of Commissioners Office.
